Service Disabled Veteran Owned Small Business (SDVOSB):

Executive Order 13360: provides that the President must establish a goal of not less than 3 percent for participation by service-disabled veteran businesses in Federal contracting, and section 36 of that  Act (15 U.S.C. 657f), which gives agency contracting officers the authority to reserve certain procurements for service-disabled veteran businesses.

Veterans Benefit Act of 2003 (section 15(g) of the Small Business Act (15 U.S.C. 644(g)), Section 308 States: ‘‘(a) SOLE SOURCE CONTRACTS.—In accordance with this section, a contracting officer may award a sole source contract to any small business concern owned and controlled by service-disabled   veterans if:

(1) such concern is determined to be a responsible contractor with respect to performance of such contract opportunity and the contracting officer does not have a reasonable expectation that 2 or more small business concerns owned and controlled by service-disabled veterans will submit offers for the contracting opportunity;

(2) the anticipated award price of the contract (including options) will not exceed:

    (A) $5,000,000, in the case of a contract opportunity assigned a standard code or

    (B) $3,000,000, in the case of any other contract opportunity; and

(3) in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price.

H.R. 4253, the "Military Reservist and Veteran Small Business Reauthorization and Opportunity Act of 2008," which requires an interagency task force to coordinate efforts to improve opportunities for small businesses owned by veterans; permanently reauthorizes the SBA Advisory Committee on Veterans Business Affairs; and expands small business development and loan programs for veterans and reservists.

Female Owned Small Business:

      Small Business Act 15(g)(1),

      Statutory Goals:

        23 percent of prime contracts for small businesses;

          5 percent of prime and subcontracts for women-owned small businesses;

          3 percent of prime contracts for HUBZone small businesses;

          3 percent of prime and subcontracts for service-disabled veteran-owned small businesses.

Per Far 19.1306. A participating agency contracting officer may award contracts to HUBZone small  business concerns on a sole source basis without considering small business set-asides.  

Small Disadvantaged Business

19.1203  Incentive subcontracting with small disadvantaged business concerns.

The contracting officer may encourage increased subcontracting opportunities in the NAICS Industry Subsector as determined by the Department of Commerce for SDB concerns in negotiated acquisitions by providing monetary incentives (see the clause at 52.219-26, Small Disadvantaged Business Participation Program—Incentive Subcontracting, and 19.1204(c)). Monetary incentives shall be based on actual achievement as compared to proposed monetary targets for SDB subcontracting. The incentive subcontracting program is separate and distinct from the establishment, monitoring, and enforcement of SDB subcontracting goals in a subcontracting plan.

 Native American Business

 Indian organizations and Indian-owned economic enterprises shall have the maximum practicable opportunity to participate in performing contracts awarded by Federal agencies. In fulfilling this requirement, the Indian Incentive Program allows an incentive payment equal to 5 percent of the amount paid to a subcontractor in performing the contract, if the contract so authorizes and the subcontractor is an Indian organization or Indian-owned economic enterprise.
